As long as the program can export to X file format you can use anything you want. DirectX uses X for mesh files.

It has to be .X, look for some plugins on MS's site or on the site of makers of the program you use, or do a search on google or some other search engines.

The DirectX SDK comes with a conversion tool that will convert 3DS to X file format as well. Almost all 3D modelers will save as 3DS (I'm sure Rhino will).
