How to create an E-paper application

I am scanning a news paper.

I am displaying this scanned image on my webpage.

When my user points his mouse on each news colums should get highlighted.

And when he clicks a window should popup displaying a detailed view of that particular news Item.

 

How I can do this using asp.net and C# ?:confused:
