Short answer, no. I used XML files in a similar way in my Final year project at university, that ran fine on windows 98.
Anybody looking for a graduate programmer (Midlands, England)?

My project was developed on a Windows XP PC using the .Net Framework 1.1, and used the System.Xml.XmlTextReader & XmlTextWriter. It worked on a Windows 98 PC (which also had the .Net Framework 1.1 installed) without any modifications.

Anybody looking for a graduate programmer (Midlands, England)?
