Where to set ShortDateFormat globally?

Hi,

 

I have already set the Culture globally in the web.config file but I would also like to set the ShortDateFormat because I want to have double digits in the dates but en-US doesn't format like that.

 

Is this possible to set that globally and where? Web.Config or Global.aspx
