Video overlay in directX...

I haven't done any DX programming and wanted to know if it could be used to overlay an image onto a live video feed be it DV-can, webcam, ect...

if it can be any examples or a point in the right direction would be apreciated...

vb.net 2003 on an XP pro system is what i am using.
