How can I use .net framework v2 features w/ vs 2003?

I need to be able to:

Imports System.Net.security

in vs 2003

 

and according to ms, this namespace is available in .net framework 2.0 only:

I downloaded the .net framework 2.0.. but is it possible to use the 2.0 framework w/ vs 2003?

 

If not, could I write the program that I need w/ vs 2005 (Hopefully I could find a beta ver or somthing) then create this as a dll/ocx.. and access this dll/ocx from a vs2003 project?

VS .Net 2003 will not work with the 2.0 framework - you will need either VS 2005 or use the command line tools supplied by the SDK.
