VB - How to find the user locking a file

Hi all,

 

I urgently need to know how to access the security attributes of a windows file to find the Windows Network User which has a file open and causes the file to be locked from other users.

 

If anyone can point me in the right direction or show me the code I need to use that would be excellent.
