Does anyone know if there is any restrictions or local policies that could prevent my Visual Basic Dot Net application from running properly?

 

My app runs perfectly on my Windows XP computer and all the app does is create a .txt file and writes some stuff to it.

in 2003 you need to give read/write permission to these types of actions. Typically you would permit ASPNET user to the directory.
