hey every one in cryptography in symmetric algorithm there's something caller IV(�Initialization vector)

and another thing what is the aim of using something called memory stream

A memory stream allows you to use the normal .Net IO functions (StreamReader, StreamWriter etc) but on a Byte array rather than a physical storage medium.
