Stopping A Specific Web Site

I haven't seemed to have any luck so far finding an example/idea on how to stop a specific web site programatically throught .NET (either VB.NET or C#), so I am just wondering if anyone has come across this or knows how?

I realize in ASP/VBS it easily through the use of WSH, but how would (or would it) work in .NET?

No, I want to stop a specific web site itself. For example if I was running Win2k and had four sites, and only wanted to stop Web Site 1.
