Problem with multiple custom actions in a web setup project?

I'm encountering a problem where if I only attach one custom action to my web setup project, everything works fine, but as soon as I add any more, the project builds fine, but when run it fails with bizarre errors like "Value cannot be null./Parameter: replacement". Has anyone ever seen this?
