problem with dropDownlist

hi.
i have a dropdownlist into a panel, and another panel to show messages.
If i move the message panel over the dropdown panel this cover all the controls except the dropdown.
Why??????????

if i try to use the commands "send to back" and "move forward" it doesn't work; the dropdownlist remains always on top of all controls!!!!!

dropdownlist in .net are like this, everything appears below them, try not to make any intersection with them....
