I just want to confirm, if I want to buy a Pocket PC to test my mobile application (developed by VS2003), all the Pocket PCs with Windows Mobile 2003 should be able to install Compact .NET Framework and run my application?

Why not search at google or online book stores such as amazon.com or half.com? Even ebay.com could help u, i think 
Well first of all I'll will suggest that you start reading everything that comes inside MSDN's Library, is a pretty good start and has some great examples, look under Compact Framework, they have tips on how to optimize memory utilization, code etc.
