Listbox and then display

I have .htm files that I want my program to display and I want the files listed in the Listbox then when the user clicks then in the Listbox it will display it.

Im not sure what I need to have it displayed in, I went through all the options in the toolbox, but im still not sure.

I have a built in browser using the COM control now.

So is there a way to embed the .htm files into the project and then use a code to have them be displayed in the listbox then when clicked display the file in the web browser?
