You probably can't get much better than Eclipse with javascript plug-ins, though I havn't tried this particular plug-in out myself: http://www.interaktonline.com/Products/Eclipse/JSEclipse/Overview/. Code completion, inline debugging, and best of all, it's compeltely free.
Also, I thought I read somewhere that Visual Studio 2005 Web Developer handled javascript as well. I beleive the express edition is free right now. It might be worth checking out.
