Is it possible to make a program start with I.E.?

I've written a program that I would like to run automatically whenever Internet Explorer runs. In fact, I'd like to have give the user the option of starting it with IE or not. Any suggestions would be much appreciated..
 
This is not only not easily possible, it could easily be abused and used for malicious purposes, so no help will be provided here.
