How to create a cab file

Does anyone knows how can I create a cab file with a version number?
preffered with vs.net deployment...

Add a New Project to your current project, select Setup and Deployment projects and choose the Setup Wizard. That's the easiest way.

but... how can i tell the cab file what to do (where to copy file etc...) - i heard about inf and osd files but how can i connent them with the cab?
