How to connect with phone

I made a phone book program... my problem is i want to connect to phone so the user can dail the number directly from the programm ... my qustion is how i can do that.... Please anyone can help me with that..

Well, I myself have been looking at using a modem for what I want... would it require the software to detect each individual modem (as in drivers) or is there a standard for such things as answering / dialing?
