how do i make a setup executable for my program

I'm not sure what forum to post this in, but I need to know how to create a setup file for my program. Sorry for bothering you, but I'm kind of new at this.

I have a similar problem.

Any idea how to do it without owning vs .net? I've looked at the nullsoft installer but I would really like to end with one of those .msi files (microsoft installer).

Whatever I use I need the ability to check for .net 1.1 and to not install if it isn't present. Any ideas would be greatly appreciated.
