Grid Subscribing to ListChanged Event

What would cause a grid to not subscribe the listchanged event. I just can't understand what's happening. listchanged is always null
 
I figured out part of it. But for some reason on set complete will not fire. OnInsertComplet fires just fine. I've attached a file. Now this file is very basic i haven't implemented most things but the onsetcomplete should fire but for some reason it doesn't. any help would be appreciated
