ftp automatically on same network office

I need to send a file from on computer to another on the same network in the office. The destination computer is not shared and cannot be shared, and that is why I think I need to ftp it. I need to give the ability to hit a button that will transfer a file to the specified location. The destination will never change and neither will the source location.

Why not create a Server \ Client App and place it on both computers that will transfer a file via the sockets namespace

I cannot not add anything to the destination computer. I can only add specitic files not software. Manully I can ftp file to it through a command prompt, but I want be able to hit a button that will run those lines to transfer the file to the specified location in a vb.net windows application
