Desktop and Program Files not working

When I create the Deployment Project, I want the program to be accessible from the DeskTop and and Program Files

The best I can manage is to get it to open a folder where the program is stored. Has anyone seen a good tutorial for this?

I am deplying a VB.Net program
 
On Microsoft's web site, there is a free download that contains all kinds of tutorials and stuff, including a video teaching how to create a deployment project. You can find it here .
