Create Installer with a password

Is there a way to create an installer with a password? So that when the user has to enter a password when the msi file is run. I when through the custom actions but didn't see anything.

Just add a serial wizard screen, and put that as the initial screen.

I'm not sure how to do that, I'll be looking in a second. Now does that screen show up durring the install or after. Forgive if this seems like a lame question.
